Questions and Answers about GBRA
Q. What is GBRA?
A. The Gender Balance Restoration Act of 2009, or GBRA, is a nationwide
effort to restore our nation's youth to a correct 50/50 balance between girls
and boys.
Q. Why is GBRA necessary?
A. The introduction of Y Selection Factor has produced a severe shortage of
female births. Among 8-year old children, the gender balance is currently
70/30 male/female - a severely skewed situation.
Q. What is Y Selection Factor?
A. Y Selection Factor, or YSF, is a drug that prevents a man's reproductive
system from producing viable sperm carrying the X chromosome - that is,
sperm that can produce a daughter. Any children a man fathers while using Y
Selection Factor will be boys.
Q. Why is gender imbalance bad?
A. Sociologists predict disastrous consequences for society if an extreme
gender balance is allowed to persist. Approximately half of all Americans
would be unable to marry and form traditional families, and would thus be
deprived of a critical psychological support structure. In addition, studies
have shown that a heavily male-dominated society is likely to suffer severe
crime and related problems.
Q. Why can't they just make Y Selection Factor illegal?
A. Y Selection Factor has been illegal since 2003. Unfortunately, it is easy to
manufacture and distribute, and efforts to enforce the law have proven
ineffective.
Q. How will GBRA correct the gender imbalance?
A. Approximately 28 percent of male children will be reassigned to the female
gender. This will restore the proper 50/50 boy/girl ratio.
Q. Which children will undergo gender reassignment through GBRA?
A. Boys and their parents are encouraged to volunteer for GBRA
reassignment. In addition, the GBRA Selection Committee will randomly
select a proper number of children for mandatory reassignment .
Q. Why can't they just make the boys who were conceived with YSF
undergo reassignment?
A. Unfortunately, YSF use leaves no detectable traces. It is impossible to
verify which children were conceived using it.
Q. My child was selected for GBRA reassignment, but I don't want him to be
reassigned. What can I do?
A. GBRA reassignment is mandatory. It is important for the law's
acceptance that everyone understand that it is applied in a fair manner;
randomly selected children are reassigned without exceptions. Free
counselling is available to help you understand and accept your child's
changes.
Q. How can I tell if I should volunteer my son for GBRA reassignment?
A. Feminine aspects to your child's personality may indicate a child who
would be happy with reassignment. Please call 1-800-888-GBRA to speak
to a friendly expert who will help you decide whether reassignment is right
for your child.
Q. I think that my son should take part in GBRA reassignment, but he
doesn't want to. What can I do?
A. GBRA specifies that parents may volunteer their children with or without
the child's consent. The same resources available to help randomly selected
reassignees understand and accept their changes will be available to those
volunteered by their parents.
Q. My son wants to volunteer for GBRA reassignment, but I don't want him
to. What can I do?
A. GBRA specifies that children have the right to volunteer for reassignment
with or without their parents' consent, and provides for criminal penalties for
parents who try to prevent their children from taking part in the program.
Free counselling is available to help you understand your child's decision.
Q. Will my son really be a girl?
A. All GBRA reassignees will receive state-of-the-art medical care to provide
them with a complete change of sex, including genital surgery and hormonal
intervention. Because children will undergo reassignment well before
puberty, they will in all respects appear as any other girls and, later, as
women.
Q. How can my son be happy as a girl?
A. GBRA provides for extensive resources to help your child adjust to her
new life. Each reassignee will receive at least one hour per week of
individual therapy throughout her two-year transition period. In addition,
special classes for reassignees at all public and private schools will provide
them with the new social and personal skills they will need. Your daughter
will probably experience some initial displeasure at her change, but ultimately
she can be at least as happy as she was as your son.
Q. Won't the other children tease her?
A. All teachers and students are receiving special training to be sensitive to
the situation of newly assigned girls. In addition, your daughter will be in
good company; roughly 20 percent of her school's student body will be
undergoing reassignment, so she will have many peers going through the
same experience.
Q. How can I help my daughter accept her reassignment?
A. There are many ways you can help. Free classes will be available in your
area to provide you with support and help you share ideas with parents of
other reassigned daughters. Some of the most fundamental steps include: 1.
Make sure your daughter understands that you have fully accepted her new
gender, and that you expect her to. Let her know that you are happy to have
her as your daughter. 2. Provide her with plenty of positive feedback
whenever she acts appropriately to her new gender. 3. Encourage her to talk
about what she likes about being a girl. If she wants to talk about her
concerns about girlhood, discuss her feelings sensitively, but don't let her
resort to simple "whining". Keep her focused on the positive aspects. 4. Be
careful to always refer to her with her new female name and with feminine
pronouns. 5. Replace her clothing, toys, and room furnishings with those
appropriate for a girl. 6. Encourage her to choose girls as her playmates
(both original and reassigned girls).
Q. How can I afford the expenses necessary for my daughter's change?
A. All surgical, hormonal, and psychological care will be provided at Federal
expense. Parents can receive reimbursement for incidental expenses related
to their daughter's transition by filing an expense report with their local
GBRA office. These expenses may include transportation to and from
necessary GBRA-related appointments; loss of income due to time spent at
these appointments; and replacement of clothing, toys, and room dicor.
Q. Will my daughter be able to have children?
A. Scientists are working hard on several techniques that show promise for
reassigned women to have their own children. Some scientists are studying
ways to provide these women with their own wombs, or to carry a baby
without a uterus. Others are studying ways to bring fetuses to term in vitro,
in machines that may be able to duplicate uterine functions. We are confident
that one or more of these technologies will be ready for use by the time your
daughter is ready for motherhood. Of course, adoption is always a viable
option. Finally, keep in mind that, without GBRA, your child would have
little chance of finding a marriage partner and having children in any case.
Only through a corrected gender balance can the majority of Americans look
forward to a normal family life.

A Reassignment Timeline
Many parents are uncertain about how and when to proceed when their
children are selected for reassignment via GBRA. To help you get some
ideas, let's look at the Johnsons, a fictional family whose child has been
selected.
Aug.15, 2010: Julia and Doug Johnson receive notification from that their
child, Samuel, has been selected for GBRA reassignment.
Aug. 16, 2010: Julia and Doug talk to each other about how to present the
information to Samuel. They agree in advance on what they will tell him and
how they will react to his questions.
Aug. 17, 2010: Julia and Doug talk to Samuel about his future. He is
unhappy with the situation, but Julia and Doug make it clear that he must
accept it.
Aug. 19, 2010: Samuel has his first meeting with a GBRA counsellor. He
will meet twice per week with his counsellor for the next three months, and
once per week thereafter.
Aug. 21, 2010: Samuel meets with his GBRA endocrinologist, who takes
measurements and blood samples to begin planning his hormonal treatment.
Aug. 24, 2010: Julia and Doug attend their first class for parents of
reassigned children.
Aug. 26, 2010: Julia and Doug program their television to deny Samuel
access to violent programs and male-oriented sports shows. They take away
the most masculine of Samuel's clothing, leaving him with his more
androgynous shirts, pants, and shorts.
Aug. 27, 2010: Samuel receives his first hormonal injection.
Aug. 29, 2010: Samuel's first day of sixth grade. Twenty-seven other fifth
graders will also be undergoing reassignment along with Samuel. They all
begin attending the three hour long classes per week designed just for
reassignees.
Aug. 31, 2010: The Johnson family has dinner with the Epsteins, a family
that Julia and Doug first met at the class for parents of reassignees. They
begin making plans for a neighborhood support group for reassignees and
their families.
Sep. 11, 2010: Julia takes Samuel to see a movie popular with young girls.
They discuss his feelings about the movie afterward.
Sep. 17, 2010: The Johnson family meets to discuss Samuel's new name.
Julia and Doug suggest "Sarah", but Samuel says he doesn't like it and
suggests "Chris". Julia and Doug know that an androgynous name may
delay their child's acceptance, however, so they suggest that Doug help them
select another name. They finally agree on "April", a name that Samuel says
"sounds cool".
Sep. 28-29, 2010: Samuel's room is redecorated with wallpaper and
furnishings more appropriate to a young girl. As with the matter of their
child's name, Julia and Doug are sensitive to his feelings and encourage his
input, but insist that the choices they make must be unambiguously feminine.
Oct. 1, 2010: Samuel's name is officially changed to April Johnson. From
this day forth, Julia and Doug are careful to refer to her only as a girl, even
though she is still wearing boy's clothes. The Johnsons playfully refer to this
as April's "new birthday" and celebrate it with a party, attended by girls and
reassignees from April's class. April receives gifts including dolls, girl-
oriented video games, and a set of Nancy Drew mysteries. Her army action
figures and violent video games are sold.
Oct. 21, 2010: April and Julia agree that she will dress as Queen Amidala
from Star Wars for Halloween this year. Julia realizes that imitating a girl she
admires in a movie she likes is an excellent way to introduce April to acting a
girl's role, and works hard to make sure her costume is one she can be proud
of.
Oct. 31, 2010: With only a little help from her mother, April prepares her
Halloween costume makeup herself. Her classes at school have already
begun familiarizing her with cosmetics. Julia and Doug praise her
extensively and make sure she feels pretty. She attends two parties and
enjoys them both.
Nov. 13, 2010: April receives her first femininely-styled haircut. Her hair
has not been cut since July, so it is long enough for an attractive style. Julia
and Doug notice the effect on April's behavior immediately; she is able to see
herself as a girl much more easily. Julia and April spend an enjoyable
mother-daughter evening experimenting with her new hair.
Nov. 17, 2010: April and Julia go shopping for April's first dress. Although
she is uncomfortable at first, April finds both a dress and a skirt that she likes
very much.
Nov. 18, 2010: With her parent's strong support, April wears her new dress
to school. She is only the second reassigned girl in her class to do so. Over
the few months, Julia and Doug buy her many new items of clothing, and her
enthusiasm for them grows.
Nov. 20, 2010: The Johnson family sits for a Christmas family photograph.
April is fully dressed as a girl for the photograph, and the accompanying
Christmas letter explains that she has been reassigned through GBRA and is
adjusting well.
Dec. 22, 2010: The Johnsons attend a Christmas party with their extended
family. April wears a velvet holiday dress that she likes very much, and she
and April spend extra time making her ready. The whole family agrees that
she is a beautiful young girl. This is a great confidence boost for April and
helps her feel even more comfortable in her new role.
Dec. 25, 2010: April receives many new articles of feminine clothing as
Christmas presents, as well as her own cosmetic set and a subscription to a
popular girl's magazine.
Dec. 31, 2010: April attends a New Year's party in one of her new Christmas
outfits. She makes a New Year's Resolution to "be the best girl I possibly
can." In a psychological sense, her transition to girlhood is essentially
complete. All that remains is for her to continue to learn girl-appropriate
skills, and for her physical transition to be completed.
Jan. 17, 2011: April begins private ballet lessons.
Feb. 1, 2011: April's hormone dosage is increased to stimulate the onset of
puberty.
Apr. 12, 2011: Julia buys April her first brassiere.
Jun. 18-25, 2011: April attends a volleyball camp for girls. She socializes
well with the other girls, who accept her (and the other reassignees attending)
as one of them.
Aug. 2011: Julia and Doug buy April new school clothes. All her jeans and
shorts are now specifically cut for girls; this is necessary to accommodate her
widening hips.
Oct. 1, 2011: April's second "new birthday".
Oct. 4, 2011: With Julia and Doug's permission, April goes on her first date
with a boy - indeed, her first date of any sort.
Mar. 12, 2011: April has surgery to transform her genital organs to those of a
female. She has been looking forward eagerly to this for months, and feels
"complete and happy" afterward.
May 25, 2011: Last day for April's class of reassignees. All of them have
had their final surgery and are indistinguishable, in appearance and behavior,
from the other girls of the school. A special graduation ceremony and ball
celebrates their achievement. April can look forward to a bright future as a
happy young woman.
Of course, every family's circumstances will vary, but hopefully this timeline
will give you an idea of what to expect and how to plan your child's
