A few years ago, a new species of plants was discovered in various locations around the world. Scientists weren't sure how such a plant hadn't been discovered before, with some opining that it must have evolved recently, or perhaps has even been engineered by humans. The latter is now a popular conspiracy theory, especially given the fact the finding occured in multiple places around the world, and within a short period of time.
The plant, now commonly called the Rod Plant, has three distinct characteristics that have impacted society heavily, and have been written down shortly after the plants emergence by an expert as follows:
"For one, its long vines are physically imposing, in spite of their slender appearance. They are able to withstand the strength of an adult human male athlete. If this wasn't already impressive as well as frightening enough, it also possesses high control of its vines, using them so efficiently that only humans with their opposable thumbs reign surpreme in terms of dexterity. Lastly, and most disturbingly, the subjects behave in highly sexual manners. As absurd as it sounds, it appears that the subjects we have managed to isolate feed on sexual energy; not necessarily fluids, but the act of sexuality itself. Primarily submission TOWARDS the plants appears to be the goal. This, of course, seems esoteric and nonsensical, but its design backs our current results, as the subjects all release pheromones that increase sexual desire in those exposed to it. Though we lack the data to make a confident judgement on the matter, it appears that the effect is similar to going into heat, as it is found in other animals. It also appears this effect is heightened around the source, but not exclusively aimed at the plant itself, rather than the victim's general surrounding."
The cities afflicted became a mess. Sprouting quickly and everywhere, and sporting resistance to most herbicides, public services failed to eradicate the plants quicker than they'd spread. The upkeep as well as the danger of exposure by the specialists ultimately was deemed undesirable, as it yielded minimal success, but cost a fortune. This, however, lead to catastrophic consequences. The plants spread everyhwere, in any environment, and their only purpose appeared to sexually violate the population. Women especially were targeted, originally making up 68% of the victims, but numbers balanced out further and further as the attacks continued. Outrage and confusion was widespread - Unstoppable rapists sprouting on the sidewalks, with no answer as to how to protect one's humility. The victims didn't simply have to endure the traumatic rape, no, but nine out of ten cases occured publicly, meaning the defilings exposed the victims' nude bodies - and them getting used - to the public. Interestingly, the chemicals in the Rod Plant's tentacle-like appendages appeared to make victims enjoy their molestations over time, with trauma disappearing after a certain amount of violations.
So, what were the places afflicted to do? Well, they had to adapt. First off, public indecency laws were changed, to protect victims from charges. Furthermore, money was poured into STD and pregnancy prevention, so as to avoid any illnesses or possible attempts of mating. Lastly, mental care stations were provided, so victims had somewhere to receive support after a first offense.
But these changes weren't all, of course.
As time went on, and more and more people were altered by the Rod Plant, sexual inhibitions were lowered, and the change in laws inspired waves and waves of public acts of sex. It tooks years, but slowly and surely, various adaptions of oversexed laws came into existence. And as the Rod Plant spread, so did the sex craze. Eventually, laws were passed to simplify the issue. The Availability Law reads as follows:
A.L. §1: Public spaces are, unless marked otherwise, "Usage Zones". Within a Usage Zone, all sexual contact by anyone must be endulged. Participation is not required, but all sexual advances must be accepted.
A.L. §1.1: Citizens may be exempt from being used in a Usage Zone if their use carries severe consequences. If using someone in a Usage Zone would endager them, the User, property, or the public, the Recipient may refuse the User so as to escape or contain the threat, or call for help. Firefighters, emergency responders, and related professions may refuse use until potential dangers are eliminated. This does NOT mean that firefighters and related professionals may refuse a User without any sources of danger around. Sexual violence must be endulged as long as it is not severe.
A.L. § 2: Traveling into cities with Usage Zones does not excuse travelers from being used. )We advise would-be travelers to make sure they are fine with giving up their sexual autonomy for the duration of their stay.)
A.L. § 3: Refusing to be used without any legally covered reason is a legal offense, and carries fines, prison time, or sexual correction measurement sentences.
The laws were contoversial at first, with backlash raining down, especially from states where the Rod Plant hadn't yet spread to. But over time, the afflicted cities and countries became free use metropoles.
