In the early 21st century the world was engulfed with calamities and war which nearly caused the end of society.

It was decided near the dawn of the 22nd that something had to change in order to prevent this from happening again in the future. This was the beginning of the city experiments an era where humanity began testing out different societal structures in order to correct their mistakes.

Some of these experiments failed almost instantly and resulted in millions of deaths, others only managed to replicate what was already around but a few seemed to create near utopias and started to spread.

One of these designs was 'The Assigned City' or New Atlantis. A city founded in 2062 on an affixed junk island in the Atlantic and slowly increases its size by creating similar adjoining islands to connect to. The city is run by a council of artificial intelligence which assigns its populace with jobs once they turn 18 making use of their merits while also allowing everyone to fulfill a specific purpose.

This system has seen great success since its implementation in 2097 and has flourished in the preceding 20 years being arguably the most successful city experiment to rise. However, the council has come to the conclusion that it will fall.

The AI recently made the decision to start adding chaotic elements to their near-flawless system in the place of 'Inspectors'. The theory behind this being that all human beings thrive in misery so misery is required for improvement and improvement is required for a utopia.

The 'Inspectors' will inspect all parts of an individual or group in order to achieve the highest sense of stress in the shortest period of time. This will be followed by a human assessment to either alleviate useless stress or create criticism which creates a path for improvement. The council decided a human was necessary to achieve this as it has been proven time and time again that humanity causes the most stress when faced with itself self and they can be needlessly vindictive while AI struggles to achieve even when designed to do so due to an innately more logical evaluation.
