Robert wasn't so sure, At Least until Jon Arryn had Supported the Idea. At First, He was in the Service of Pycelle, Then His Uncle Stannis, Then His Uncle Renly, Then Littlefinger, Then Varys, Lord Arryn and Finally Ser Barristan.
