PREFACE: THE NEW WORLD ORDER...
The world had changed. Since the late 1990's, the high
water mark of the so called Pax Americana, a series of
devastating wars had changed the face of the world. Though
the United States was invariably victorious, with their
technical superiority, the wars were different than any
that had gone before. The amount of firepower concentrated
on the battlefields meant massive casualties, mostly in the
male segments of the population. Almost half a billion
people had died in the Third World War of 2024-2030. More
horrifyingly, biological weapons were used on multiple
occasions, especially by the nations of China, India, and
Russia. The worst was the Ebola epidemic launched by India
against the Chinese-Russian alliance at the close of WWIII.
Several hundred million people die in those countries, as
well as India when a containment failure occurred.
However, the final word in biological warfare was had by a
vindictive Russia. In 2051, Russia began spreading the X-
261 virus, mostly just called the X-Virus. Unfortunately,
measures taken to keep it from spreading from its intended
targets in America and Europe failed, and it spread
worldwide within a year. The X-Virus during the first few
years was especially deadly. The virus was designed to
attack X chromosomes, and it did so with vigor. A billion
people died in the first three years alone. Then, for some
unknown reason, the virus mutated, becoming less virulent.
Often, it could not succeed in destroying an X chromosome,
the rate of success dropping from 95% to 38% by 2057.
However, while for the most part, because the female
population was gifted with two X chromosomes, women easily
survived the virus with some basic treatments, men, with
but one such chromosome, could not. Their accompanying Y
chromosome, being more compact for the most part, could not
handle all the operations of two chromosomes nearly as well
as an X chromosome could. The result was a drop in the male
population, over and above that caused by the wars of the
century.
By 2100, the world's male populations had dropped to one
billion, out of a total population of five billion. The
result was the ascendancy of women into the political
arena. By this date, most head of states were women. Though
there was a general peace and tranquility internationally,
due to the general property that women are often less
aggressive than men, world economies grew at much slower
paces than before, lacking the vigor that a male-dominated
society, with all its aggressions, had had.
More over, the social ramifications were wide reaching.
With so few men, reproduction became a problem. There were
four women for every one man. Moreover, the X-Virus and
other lingering contagions continued to cause high
mortality rates, especially in children. The result was
that, out of necessity, polygamy became acceptable and even
moderately normal. Men dominated the social scene, as women
had to compete for men. Also, traditional religions,
especially Christianity, which advocated monogamy, suffered
a crisis. Could they change their advocated beliefs while
retaining their integrity? The answer turned out to be no.
Religion, the great cause of grief for much of human
history, began to pass into history.
Though women dominated politically, their power was limited
by the persistent threat of men's reproductive control. The
result was an uneasy equality, neither side able to wrest
control of affairs from the other. Still, things leaned
strongly to the feminine side.
Of greater danger was that not all women were
nonaggressive. Notably, the leaders of China, India, and
the Union of Middle Africa were increasingly aggressive in
their dealings with the outside world. The Presidents of
the United States and the European Union were wavering.
They should do something to curb these rogues, they
thought, but their use of the United Nations and other
means of diplomatic negotiation had brought them nothing.
The peace that had been in place since about 2060 seemed
about to break apart at the seams...
THE PRESIDENTIAL ELECTION OF 2020
Jean Beaumont sat in her chair, reading the latest poll
results. Her brown eyes scanned all the relevant data. She
was behind her Democratic opponent, Janet Dering, the
incumbent, by five points. Her campaign manager, Kelly
Waters, sat, waiting for Jean to make some remark. Jean put
down the paper.
"Well, it could be worse," she said with a grin.
"It could be better, too."
"I'm sure our fortunes will change."
"What makes you so sure," Kelly said, standing up,
beginning to pace the office. Such was her habit when she
was worried or thoughtful.
"Well, seeing as He has got us this far, I'm sure He'll let
us go a little further. Something will turn up," Jean said,
confident in herself.
Kelly wanted to disagree, but held back. Jean had acted
this way many times before, but had always been right in
the end. She had come from nowhere, made all the right
moves, and had catapulted herself onto the national stage.
"I'm telling you, pandering to the male vote can only get
you so far. They just don't vote in numbers," Kelly said
eventually.
"Yes, but they'll make their wives vote for me, or at least
a significant number will. That will improve things," Jean
said, confident as always.
"Well, that may be true, but you're still behind, and you
need a miracle."
"No, I need a crisis, and I think I'll get it," Jean said
with her knowing smile.
The debate between the candidates scheduled for the 16th of
October 2020, the last of five such debates, a Friday, was
five days away. It was Monday the 11th now. CNN was the
first to break the news. The Union of Central Africa was
threatening to invade the northern portion of South Africa
to seize the mineral wealth there. President Dering
dispatched Secretary of State Felicia Adair to Kinshasa to
confer with U.C.A. leader and try to bring a peaceable
solution to the crisis. The President also conferred with
Richard Dalton, Secretary of Defense, the only consistently
male cabinet post left.
On Tuesday, a preliminary agreement appeared to have been
reached, and the American forces dispatched to the region -
an armored division, two infantry division, an air wing,
and a carrier group, along with the ever present space
forces, a quarter of the U.S. military all told - were
recalled. On Wednesday, five armored divisions and thirteen
infantry divisions, a third of the U.C.A. army, crossed
into the South African provinces of the Northern Transvaal
and the Northwest, precipitating a crisis. European and
American leaders were stunned into inactivity. By Friday
morning, with American forces re-dispatched, accompanied by
a brigade of Europeans, a third of their army, the U.C.A.
had defeated decisively the South African army and was now
just mopping up all remaining resistance. Worldwide polls
showed great horror at the events, the first hostilities
between nations since the U.N. intervention in Laos in
2083.
President Dering was criticized from all directions.
Sitting in her hotel room, preparing to leave for that
night's debate, Jean Beaumont smiled knowingly. She had her
crisis.
It was estimated that 70 million people watched the debates
that night, out of a population of 196 million. Most
likely, thy all wanted to hear what the President would say
when the subject of the invasion of South Africa came up.
And, for the majority of the debates, the balance of
viewers was probably disappointed.
The candidates sparred over a variety of issues, from
abortion (still an issue), where Beaumont boldly pronounced
she would ban it altogether, to the delight of the men and
the chagrin of the women. Numerous other issues, taxes,
military spending, U.N. cooperation, and medical coverage,
were debated. Neither candidate made any significant gains,
though Dering lost some minor ground in places. But
finally, at last, the last topic of the evening, the South
African question came up.
"Madame President, you have been criticized for your lack
of action in respect to the invasion of the Union of South
Africa by the Union of Central Africa. How will deal with
the situation moving forward?"
President Dering took a deep breath, then began. She had
known the question would come up, and that knowledge had
nagged her all evening, and led her to make mistakes that
she shouldn't have.
"Secretary of State Adair will continue her efforts to try
to resolve the situation peacefully. In the meantime, U.N.
Ambassador Laura Ramsden will bring the matter before the
U.N. Security Council. We will push for stringent
punishments, such as sanctions and censure. Also, a sizable
military force is being dispatched to Cape Town to act as a
deterrent to further aggression. These acts are not
pardonable, and this administration will take a firm line
against them."
As the President finished, the cameras turned towards Jean
Beaumont. She seemed to stand taller now, starting in a
calm voice, and building into a passioned manner that had
won her much support.
"I agree that the most severe punishment must await the
Union of Central Africa for it's actions. But to fight guns
with sanctions, censure, and deterrence cannot succeed. My
opponent has time and again moved away from confrontations,
cut spending to the military, and generally stood by
passively. The Premier of the Union of Central Africa,
along with a handful of other leaders, have shown that they
will not act within the bounds of international law, will
not listen to reason, and do not care about deterrence or
censure. These are renegade leaders, and unless we are
willing to make a stand, we can never be safe," Jean said,
emphasizing the last word.
"In the middle of the twentieth century, Adolf Hitler
absorbed state after state. The great powers of the time,
Britain and France, undertook a policy of appeasement.
Hitler had his way. Ladies and gentlemen, what President
Dering proposes is no less than appeasement. The Union of
Central Africa has its Sudentenland, when will it come for
its Czechoslovakia? Peace at all costs is no good policy;
war as an option must be. None of us can ever be safe,"
again, emphasizing the last, "until we are willing to take
a firm, unwavering stand for what we believe is right and
just."
As she finished, the members of the audience broke into
applause.
The polls for Saturday, October 17th showed Jean Beaumont,
Republican challenger to Democratic President Janet Dering,
leading her opponent by almost fifteen points. The issue of
the invasion of South Africa was the death knell to the
Dering administration. Kelly Waters sat down at the table
where her boss was having breakfast.
"Well, you got your crisis, and it looks like you'll get
your Presidency. How do you feel?"
"I feel great, of course." Kelly saw the grin on her boss,
and her friend's, face. The same old knowing grin.
"You knew. I know you knew that it or that something would
happen. I just don't understand how. Or how you knew that
Dering wouldn't handle the situation aggressively," Kelly
said, in mock puzzlement. In reality, she had a long time
ago ceased to be surprised.
"Elementary, my dear Kelly. At least the second part is.
Dering, and every President of the past fifty years has had
a serious lack of aggression. It was obvious that she
wouldn't respond with enough aggression to any given crisis
that warranted it."
"And how did you know that the crisis would come, or that
your views would be popular?"
"Well, it was perfectly obvious that my views would be
popular. Biologically speaking, women like to have a secure
environment in which to live. They have to invest a great
deal to have a child, and so a secure setting makes that
investment safe. Women want to be safe. I just promised
that I would make them safe. I emphasized that in my
speech. I'm sure you noticed."
"I did. And it even makes sense. But you've avoided my main
question. How did you know there would be a crisis?"
"Wait a minute, I gotta get ready for the day," 'Jean'
Beaumont, born John Beaumont, said, smiling broadly, as he
walked into his prep room, where he would transform himself
into the woman the world knew, or thought they did. He
wasn't very tall, and he was very slim, naturally. It made
things easier than they otherwise would be.
On Tuesday, November 3rd, 2020, Jean Beaumont, at 45, was
elected President of the United States by an electoral vote
of 415 to 120. The world would never be the same...
