Inspector Charles Moore sat down at his desk in the J Edgar Hoover
Building and broke the sealed envelope that his boss had given him. The
people who worked in his department were more security conscious then
most, but when one worked in the Department of Witness Security,
otherwise known as WITSEC, one had to be careful. To minimize the chances
of a spy in the department passing on the names of witnesses to those who
would do them harm, and doing untold damage to the program's reputation
in the process, only the director of the program knew the details of each
witness. The rank and file inspectors only knew the details of the
witnesses that it was their personal duty to relocate and/or protect.
He read the file carefully.

Your duty is to live with and protect one Isabella Cable who has been
assigned the new name of Emma Hackett after she was left as the only
witness to the murder of an innocent member of the public by a street
gang with ties to the LCN. There was another witness but he was gunned
down before any action could be taken to protect him, so she is the key
to winning the case against the gang. If she dies the case will have to
be thrown out of court so you must protect her at all costs.
Like the vast majority of people in witness protection, she does not want
to be there and is very bitter at losing her identity. Indeed, there is a
danger that she might be losing her mind because of it. She is insisting
not only that she did not see any murder, but also that she is in fact a
male named Mark Osborne. If you can get her to regain her mind before the
trial, that would be a great help to us, as an insane witness is not much
better then a dead witness. She cannot be sent to a mental hospital as
otherwise the defence will find out and tear her credibility apart on the
witness stand.
She used to live in Texas, but has been relocated to the small town of
Arcanum in New York State where she will be kept until she is flown back
to Texas to testify. She is not thought to be dangerous, but is seen as
an extreme flight risk and so has not been issued with a driving license
as is normally the case. Personally I am surprised that she is not being
held in a WITSEC prison unit but for reasons known only to themselves my
bosses have overruled this. Do not let her escape and if she does, your
job will be on the line.
I yawned and padded downstairs when I heard the tapping on the door.
"I'm coming, I'm coming." I opened the door and found three uniformed
policemen outside. "We would like you to come down to the station for
some questioning. An allegation of voyeurism has been made against you.
Frankly we don't believe it but we have to go through the motions, you
know how it is."
"I'll come quietly but I am not saying a word until I have been read my
rights and have a lawyer present. I am not accusing you of being corrupt
but innocent people have been wrongly convicted in the past."
They took me out and it was not long before they drove into a garage.
"Here we are."
I came out and found a woman waiting for him in a smart but feminine
suit. "I am Detective Sarah Aspey of the Houston Police Department. I
want you to remove your belt and shoelaces, we don't want any hangings,
I'd have to spend hours filling in the paperwork." I did what they told
me.
"Sit down, Mr Osborne."
I shook my head. "I have a right to one phonecall and I would like to
call my lawyer. Then you can arrest and charge me if you like but I am
not saying anything until he is present."
She signalled and they grabbed me, slammed me down into the chair and
cuffed my hands to it. Then she leaned over to me. "There is good news
and bad news for you. The good news is that you are not under arrest for
voyeurism. The bad news, well, we can't go into it all, as a lot of it is
highly classified information. What has happened is through no fault of
your own; a terrorist has stolen your ID. We are not allowed to tell you
what group he is from, but we are allowed to tell you that he is highly
dangerous."
"So why don't you arrest or shoot him dead then, if you know who he is
and he is so dangerous?"
"Because our sources think he will lead us to the location of two
terrorist cells in this country who are planning a spectacular attack on
our key landmarks. If we arrest him, not even torture or drugs will break
him, he has been trained by his fellow terrorists to resist them both. If
we watch and wait we will be able to pick up the lot of them. If we had
not picked you up, it is very likely that he would have murdered you by
now and placed your body under the floorboards of your house."
"So what happens to me now?"
She showed me a CIA identification card. "One or two of us wanted to give
you a one-way trip to Cuba until the problem was sorted out, where one
more person claming he was innocent would make no difference. But one of
your relatives, I won't say who, is one of us at a high level in the CIA
and he convinced those linked with your case that it would be grossly
unfair to do such a thing and would set an unwelcome precedent. However,
it was decided to put you into witness protection, with a totally new
identity, and to make that identity a female one."
I leapt up and started screaming for the right to phone my lawyer, and
all three of the policemen, who must have been disguised CIA operatives
as well, jumped on me, wrestled me to the ground and sunk a needle into
my arm, then sat on me until my sight faded to blackness and I passed
out.
