Officer Vladik Dukov had been concerned about the other police officers for good reason. In fact, if a cop broke a criminal's skin during a punishment, the officer risked losing the switch as part of his or her uniform and with it the right to punish criminals in the future. The officers were well aware of that limit and were very careful not to whip to the point of drawing blood. The Spokesman could see nothing that would legally justify stopping any of the punishments.
